{"id":8042,"date":"2021-12-07T16:15:19","date_gmt":"2021-12-07T15:15:19","guid":{"rendered":"https:\/\/science-nutrition.com\/?p=8042"},"modified":"2022-05-23T15:43:48","modified_gmt":"2022-05-23T14:43:48","slug":"projet-davis-de-lefsa-letiquetage-nutritionnel-face-emballages-profils-nutritionnels-ouvert-a-consultation-publique","status":"publish","type":"post","link":"https:\/\/science-nutrition.com\/en\/2021\/12\/07\/projet-davis-de-lefsa-letiquetage-nutritionnel-face-emballages-profils-nutritionnels-ouvert-a-consultation-publique\/","title":{"rendered":"The EFSA Opinion draft on front-of-pack nutrition labelling and nutrient profiles is open for public consultation"},"content":{"rendered":"<div class=\"l-subsection\"><div class=\"l-subsection-h\"><div class=\"l-subsection-hh g-html i-cf\">\n<p style=\"text-align: center;\"><em>The document advises the European Commission on two pillars of the Farm to Fork strategy. <\/em><\/p>\n<p style=\"text-align: left;\">On October 28<sup>th<\/sup> 2021, <a href=\"https:\/\/www.youtube.com\/watch?v=aqtn81jglDc&amp;t=10s\">over an open meeting<\/a>, the EFSA Panel on Nutrition, Novel Foods and Food Allergens endorsed the <a href=\"https:\/\/connect.efsa.europa.eu\/RM\/s\/publicconsultation2\/a0l1v00000E877g\/pc0108\">draft of an Opinion on the development of nutrient profiles for restricting claims on food, and for the development of a harmonized mandatory front-of-pack nutrition labelling<\/a>.<\/p>\n<p><strong>What does the Opinion draft concern?<\/strong><\/p>\n<p>The draft is about <strong>two of the actions<\/strong> envisioned by the European Commission within the <a href=\"https:\/\/ec.europa.eu\/food\/system\/files\/2020-05\/f2f_action-plan_2020_strategy-info_en.pdf\">Farm to Fork strategy<\/a>, designed with the objective of reaching \u201ca fair, healthy and environmentally-friendly food system\u201d:<\/p>\n<ul>\n<li>the setting of a compulsory, harmonized <strong>front-of-pack nutrition labelling<\/strong>, which has been the object of a 2020 <a href=\"https:\/\/ec.europa.eu\/food\/system\/files\/2020-05\/labelling-nutrition_fop-report-2020-207_en.pdf\">Commission report<\/a> and was mentioned in the <a href=\"https:\/\/science-nutrition.com\/en\/2021\/11\/26\/nutri-score-at-the-heart-of-the-debates-possible-future-changes\/\" target=\"_blank\" rel=\"noopener noreferrer\">recent Orchidali article on Nutri-score<\/a>,<\/li>\n<li>the establishment of <strong>nutrient profiles<\/strong> products need to comply to in order to bear nutrition and health claims. Such a tool has the purpose of avoiding attributing positive properties to food rich in sugar, salt, or fat. It had already been mentioned in Article 4 of <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:02006R1924-20141213&amp;from=EN\">Regulation (EC) 1924\/2006<\/a>, but it hadn\u2019t been implemented because of the opposition of certain Member States and other controversies, as the Opinion explains. However, its importance has been reaffirmed by the 2020 <a href=\"https:\/\/ec.europa.eu\/food\/system\/files\/2020-05\/labelling_nutrition-claims_swd_2020-95_part-1.pdf\">REFIT evaluation of the Regulation<\/a>.<\/li>\n<\/ul>\n<p>They are based on the common reference ground set by <strong>nutrient profiling<\/strong>, i.e. \u201cthe science of classifying or ranking foods according to their nutritional composition for reasons related to preventing disease and promoting health\u201d, according to the <a href=\"https:\/\/www.euro.who.int\/__data\/assets\/pdf_file\/0005\/270716\/Nutrient-children_web-new.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">WHO definition.<\/a><\/p>\n<p><strong>What are the conclusions of the Opinion draft?<\/strong><\/p>\n<p>The Opinion draft is based on scientific evidence, previous EFSA Opinions, and Member States food-based dietary guidelines.<\/p>\n<p>The Panel of experts that worked on the Opinion <strong>does not suggest nor designate any specific nutrient profiling method<\/strong>. The Authority purely <strong>identified food components that may be of interest<\/strong> when developing or adopting nutrient profiling models: those that present intakes above or below recommendations across the majority of EU populations, affecting public health.<\/p>\n<p>The Opinion identifies <strong>saturated fatty acids<\/strong>, <strong>sodium<\/strong>, and <a href=\"https:\/\/science-nutrition.com\/en\/2021\/10\/13\/projet-davis-de-lefsa-lapport-maximum-tolere-sucres-alimentaires-vers-alignement-de-classification-recommandations-sucres-alimentaires\/\"><strong>added\/free sugars<\/strong><\/a> as components that are over-consumed, and <strong>dietary fiber<\/strong> and <strong>potassium<\/strong> as under-consumed. Another public health element of concern is the total <strong>energy intake<\/strong>, which should be reduced.<\/p>\n<p>The investigation also retrieved other components of interest, such as iron, calcium, or folic acid; however, since their inadequate intake only regards some subpopulations, and as they are usually already concerned by national measures, they weren\u2019t retained.<\/p>\n<p><strong>What is the timeline of the Opinion draft?<\/strong><\/p>\n<p>The Opinion draft is under public consultation since November 15<sup>th<\/sup> 2021 until January 9<sup>th<\/sup> 2022.
