{"id":8403,"date":"2022-05-25T16:34:18","date_gmt":"2022-05-25T15:34:18","guid":{"rendered":"https:\/\/science-nutrition.com\/?p=8403"},"modified":"2022-05-31T08:35:44","modified_gmt":"2022-05-31T07:35:44","slug":"efsa-published-the-definitive-version-of-its-advice-on-nutrient-profiling-the-next-steps-are-up-to-the-commission","status":"publish","type":"post","link":"https:\/\/science-nutrition.com\/en\/2022\/05\/25\/efsa-published-the-definitive-version-of-its-advice-on-nutrient-profiling-the-next-steps-are-up-to-the-commission\/","title":{"rendered":"EFSA published the definitive version of its advice on nutrient profiling: the next steps are up to the Commission"},"content":{"rendered":"<div class=\"l-subsection\"><div class=\"l-subsection-h\"><div class=\"l-subsection-hh g-html i-cf\">\n<p style=\"text-align: center;\"><em>The publication of the advice follows the public consultation to which the draft, endorsed in October 2021, had been submitted.<\/em><\/p>\n<p>On <a href=\"https:\/\/www.efsa.europa.eu\/en\/news\/nutrient-profiling-scientific-advice-eu-farm-fork-initiative\">April 19<\/a>, EFSA published the document providing \u201c<a href=\"https:\/\/efsa.onlinelibrary.wiley.com\/doi\/epdf\/10.2903\/j.efsa.2022.7259\" target=\"_blank\" rel=\"noopener noreferrer\">Scientific advice related to nutrient profiling for the development of harmonised mandatory front-of-pack nutrition labelling and the setting of nutrient profiles for restricting nutrition and health claims on foods<\/a>\u201d, adopted in March 2022.<\/p>\n<p>Let us recall that the purpose of the document, as explained in our <a href=\"https:\/\/science-nutrition.com\/en\/2021\/12\/07\/projet-davis-de-lefsa-letiquetage-nutritionnel-face-emballages-profils-nutritionnels-ouvert-a-consultation-publique\/\">previous article<\/a> on the subject, is to advise the European Commission in establishing a <strong>nutrient profiling model<\/strong> to:<\/p>\n<ol>\n<li>limit the use of nutrition and health claims to foods with an optimal nutrient profile,<\/li>\n<li>guide the decision-making process toward an EU-harmonized front-of-pack nutrition labeling.<\/li>\n<\/ol>\n<p>Both goals are part of the Commission&#8217;s <a href=\"https:\/\/ec.europa.eu\/food\/horizontal-topics\/farm-fork-strategy_fr\" target=\"_blank\" rel=\"noopener noreferrer\">Farm-to-Fork Strategy<\/a>, which is in line with the <a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/european-green-deal_en\" target=\"_blank\" rel=\"noopener noreferrer\">European Green Deal<\/a> policy, designed to \u201c<em>improve the well-being and health of citizens and future generations<\/em>\u201d.<\/p>\n<p><strong>With respect to the draft published in recent months, it is possible to identify some changes in the final version of the document.<\/strong><\/p>\n<p>The first divergence is the <strong>title<\/strong>: the document switches from being a &#8220;Scientific Opinion advising on\u2026&#8221; to a &#8220;Scientific advice related to&#8230;&#8221;. Moreover, in contrast to the draft, the title of the new document is slightly varied to insist on the important of its key topic, which is nutrient profiling.<\/p>\n<p>As for the <strong>rest of the paper<\/strong>, some slight changes can be observed, such as the addition, deletion or modification of some paragraphs, either for reasons of form or to ensure a greater scientific rigor (for example, to better contextualize or to cite the most recent findings on a topic).<\/p>\n<p>In any case, <strong>the content and conclusions of the paper globally remain the same <\/strong>as what had been described in our <a href=\"https:\/\/science-nutrition.com\/en\/2021\/12\/07\/projet-davis-de-lefsa-letiquetage-nutritionnel-face-emballages-profils-nutritionnels-ouvert-a-consultation-publique\/\" target=\"_blank\" rel=\"noopener noreferrer\">previous article<\/a>: according to the EFSA, nutrient profiling models should include saturated fatty acids, sodium, and added\/free sugars (which appear to be over-consumed by European populations), as well as dietary fibre and potassium (which, in turn, are under-consumed); despite not being a nutrient, energy supply should be included too, because of its public-health relevance.<\/p>\n<p>Let\u2019s conclude by recalling the <strong>different roles<\/strong> of EFSA and the European Commission: EFSA is in charge of the scientific-technical side support belonging to the <em>risk assessment<\/em> area, while the Commission is involved in <em>risk management<\/em>. At this point it is up to the Commission, basing on EFSA&#8217;s advice, to formulate the policy decisions that will lead to the two objectives mentioned above.
